John Mannion knows how to create jobs, lower costs, and drive economic growth in the communities he represents. Protecting the pocketbooks of everyday New Yorkers has always been a top priority for John. In Congress, John has joined the Lower Utility Bills Caucus to combat rising energy costs, voted to extend the Affordable Care Act tax credits to keep healthcare premiums down, and cosponsors the American Family Act to permanently extend child tax credits. In Congress, he will protect New Yorkers by:
- Leveling the Playing Field: The wealthiest Americans in the billionaire class should pay their fair share in taxes so the federal government can continue to invest in our communities.
- Take on Energy Costs: Working with Congress to ensure large companies are paying for their energy usage and restoring renewable energy tax credits.
- Stopping Unfair Practices: John is cosponsoring the Stop Price Gouging in Grocery Stores Act to eliminate surveillance pricing in grocery stores where people are struggling to keep up with rising costs from hectic trade policies and war from the Trump administration.
John Mannion’s commitment to public education is rooted in decades of experience as a public school teacher. Before his election to the New York State Senate, John taught biology and chemistry in local public high schools for almost 30 years and served eight years as president of the West Genesee Teachers’ Association.
New York’s teachers’ unions have endorsed John Mannion for Congress because they know he is the best choice for students and educators. An expert in education policy with three decades of experience in the classroom, he is ready to lead and make a difference in Congress. John will continue to:
- Investing in Public Schools: Increasing federal funding for public schools to reduce class sizes, improve facilities, and provide essential resources for students and teachers.
- Expanding Universal Pre-K: Fighting to expand universal pre-kindergarten to give every child a strong start and ensure they are ready to learn from day one.
- Improving Teacher Pay and Benefits: Advocating for improved teacher pay, benefits, and working conditions and supporting initiatives for professional development and mentorship programs.
As a former science teacher John Mannion is committed to growing a clean energy economy, protecting our environment, and combating climate change. That’s why John was endorsed by the New York League of Conservation Voters Action Fund, the Sierra Club Political Committee, and other environmental organizations. John’s priorities on protecting our environment include:
- Combating Climate Change: Continuing American leadership in reducing greenhouse gas emissions and protecting communities from severe weather events.
- Protecting Our Water: John cosponsors the New York-New Jersey Watershed Protection Act to restore water resources in the northeast.
- Prioritizing Conservation: Supporting grants to protect wildlife and managing protected habitats like wetlands.
Everyone deserves the opportunity to access quality, affordable healthcare. In Congress, John Mannion will continue to expand healthcare access by:
- Restoring cuts to Medicare and Medicaid: Medicare and Medicaid keep millions of Americans safe and healthy. Cuts to these programs are harming rural hospitals and kicking many Americans off their coverage. John will fight to expand Medicare and Medicaid access for more Americans in need of quality care.
- Bringing Back and Extending the ACA: The Affordable Care Act tax credits that were cut need to be restored so people can continue to afford their coverage. The more people with healthcare the healthier we all are as a country, which is why there should be a universal public healthcare option.
- Lowering Prescription Drug Prices: Negotiating lower drug prices and capping the cost of insulin for more Americans.
- Protecting a Woman’s Right to Choose: Cosponsoring the Women’s Health Protection Act to restore Roe v. Wade and increasing access to reproductive healthcare nationwide.
- Improving Access to Mental Health Services: Providing streamlined access to mental health support services and increasing the number of dual diagnosis beds.
John Mannion knows that when communities are safe, they prosper. That’s why he’s spent his career advocating for smart policies like community policing, providing judges with additional discretion behind the bench, and protecting our communities. John has taken this fight to Washington by:
- Supporting Law Enforcement: John has secured millions of dollars in community project funding to provide new mobile command units for the Onondaga County Sheriff’s Office and the Syracuse Police Department.
- Keeping Kids Safe: John supports bipartisan legislation to protect children from online predators.
- Protecting Our Communities: John is supporting legislation like the Enhanced Background Checks Act of 2025 to provide common sense measures to reform our gun laws.
Every veteran, no matter if they worked in the mess hall or on the front lines, deserves respect, honor, and dignity. Returning to civilian life is a challenging process for many and often leaves scars that are just as often invisible as they are visible.
As a State Senator, John was proud to pass legislation to expand opportunities to veterans with disabilities and to provide additional funding to the Joseph P. Dwyer Veterans Peer Support Project. Additionally, John supported and voted for legislation to extend eligibility to state programs for members of the national guard so that they, just like their brothers and sisters in the regular armed forces, can take advantage of the many benefits of service.
In Congress, John’s priorities include:
- Opportunities Upon Return to Civilian Life: providing additional opportunities for education and gainful employment after military service, including introducing legislation that prevents colleges from unfairly withholding transcripts from veterans as a debt collection tactic.
- A More Effective VA: Ensuring adequate and efficient healthcare by successfully pushing back against a proposed rule that would have cut disability benefits for thousands of veterans.
- Providing Financial Stability: Cosponsoring legislation that would ensure veterans with combat injuries receive full retirement pay and disability compensation without offset.
